When a permit is required
Permit triggers and exempt work for Newport City
A zoning permit is required for: division of a parcel; construction, reconstruction, structural alteration, relocation, or enlargement of any building; landfill, mining, or excavation operations; substantial changes in use; extensions of current land use; increases in dwelling units; razing structures; interior or exterior renovations; signage; and any development in hazard areas.

- 01 Determine whether the project requires a zoning permit under the Newport City Zoning Bylaw (adopted April 17, 2023).
- 02 Contact the Zoning Administrator (Frank Cheney, 802-334-6992) to confirm permit type and obtain application form.
- 03 Download or pick up the zoning permit application from the Planning and Zoning Department at 222 Main Street or from the website.
- 04 Complete the application with required information including site plan, description of work, property information, and supporting documents.
- 05 Submit the completed application with applicable fee to the Zoning Administrator at City Offices, 222 Main Street.
- 06 The Zoning Administrator reviews the application and issues permits administratively for permitted uses.
- 07 Applications requiring discretionary review are referred to the Development Review Board (DRB) for a public hearing.
- 08 Obtain Certificates of Occupancy for projects in Fluvial Erosion Hazard Areas and Special Flood Hazard Areas before occupancy.
- 09 Separately, if the project involves a public building, obtain a DFS state construction permit.
- 10 If the project involves a wastewater system or well, obtain the required DEC wastewater/water supply permit.
