Permit triggers and exempt work for St. George

Note: In practice the city defaults to Utah-adopted IRC/IBC exemptions, including small detached accessory structures up to 200 square feet, fences up to 7 feet, retaining walls up to 4 feet not supporting surcharge, and limited finish work, fixture replacement, and similar minor work as listed in IRC R105.2 / IBC 105.2.
