Note: Heber's reviewed public pages did not publish a city-specific exemption list. At minimum, Utah State Construction Code permit exemptions should be checked before assuming work is exempt. Common Utah-code examples often exempt small detached accessory structures under 200 square feet, certain low fences, certain low retaining walls without surcharge, finish work, and shallow prefabricated pools.

   Create a CityInspect account at the Heber registration link.

   Start the residential building permit application and complete the required fields.

   Upload required materials through the portal. Heber posts an owner-builder certificate and required-inspections sheet separately.

   The application is reviewed. Heber states permit fees are paid at the end of review before permit issuance.

   After issuance, request inspections through the inspection portal login.

Typical processing time: Not publicly stated; inspections are targeted for the next business day if requested before 3:00 pm the day prior.
