When a permit is required
Permit triggers and exempt work for Vernal
All new construction (residential and commercial), additions, remodels, alterations, and set-up of manufactured homes; separate miscellaneous permits required for roofing, electrical upgrades, and gas additions; fences within city limits require a permit; all commercial projects also require Planning approval before permit issuance.
- Exempt One-story detached accessory structures (tool sheds, playhouses, and similar) not exceeding 120 square feet in floor area.
- Exempt Fences not over 7 feet high (note: Vernal City FAQ indicates fences within city limits DO require a permit; verify with Building Division).
- Exempt Retaining walls not over 4 feet in height and not supporting a surcharge or impounding Class I, II, or III-A liquids.
- Exempt Water tanks supported directly on grade if the capacity does not exceed 5,000 gallons and the ratio of height to diameter or width does not exceed 2 to 1.
- Exempt Platforms, walks, and driveways not more than 30 inches above adjacent grade and not over any basement or story below.
- Exempt Painting, papering, tiling, carpeting, cabinets, counter tops, and similar finish work.
- Exempt Prefabricated swimming pools accessory to a group R-3 occupancy not more than 24 inches deep and not more than 5,000 gallons.
- Exempt Agricultural buildings that qualify under Utah Code Section 15A-1-204; however, electrical, mechanical, and plumbing systems installed in agricultural buildings are never exempt and always require permits.
Note: Exempt from building permit does not mean exempt from zoning and planning requirements. Confirm edge cases with the Building Inspection Division before proceeding.

- 180 days from the date the permit becomes valid; the 180-day period renews with each approved inspection.
- Owner-builder
- Owner-builder work is allowed under Utah state law; an Owner Builder Form must be completed and submitted with the permit application; it is strongly recommended that work be performed by a verified Utah Licensed Contractor.
- Contractor requirements
- Utah DOPL contractor license required; contractors working in Vernal may also need a Vernal City business license.
