When a permit is required
Permit triggers and exempt work for Beaver
Any owner or authorized agent intending to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert, or replace any electrical, gas, mechanical, or plumbing system must first obtain the required permit.
- Exempt Structures up to 200 square feet without electricity
- Exempt Fences not over 7 feet high
- Exempt Retaining walls not over 4 feet in height not supporting surcharge
- Exempt Ordinary repairs and maintenance not involving structural, mechanical, electrical, or plumbing changes
- Exempt Painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work
- Exempt Prefabricated swimming pools less than 24 inches deep
- Exempt One-story detached accessory structures with floor area not exceeding 200 square feet and no electrical

- Two full sets of construction plans per Building Plan Requirements
- Owner-Builder and Inspection Notice Form (if owner-builder)
- Utah DOPL contractor license information (if licensed contractor)
- Wastewater/septic permit (if not on public sewer)

- Building code
- 2021 IBC, 2021 IRC, 2021 IMC, 2021 IPC, 2021 IECC, and current NEC, as adopted statewide under Utah Title 15A and enforced by the Beaver County Building Official
- Permit validity
- Default IRC/IBC standard (180 days without commencement or ongoing activity) applies; confirm with county building official

Application process
Typical processing: Usually approved within 14 business days if all required items are submitted
- 01 Confirm project is within Beaver City limits (not in unincorporated Beaver County).
- 02 Contact Beaver City Planning and Zoning to confirm zoning, obtain zoning/land-use determination, and determine if Conditional Use Permit or variance is required.
- 03 Obtain any required Planning and Zoning Application, Variance Application, or Conditional Use Permit from Beaver City; Conditional Use Permits must be submitted by first business day of the month for Planning and Zoning Board monthly review.
- 04 Arrange wastewater/septic permits if project is not on public sewer.
- 05 Prepare two complete sets of construction plans per Beaver County Building Plan Requirements; residential structures with 2,500+ sq ft on main floor and more than one story require structural engineer stamp.
- 06 Download and complete building permit application from Beaver County Permits page; if using owner-builder exemption, also complete Owner-Builder and Inspection Notice Form.
- 07 Submit application and plan sets to Beaver County Building Department at 105 E Center Street or by mail to P.O. Box 1013, Beaver, UT 84713.
- 08 Pay permit fees to Beaver City (not to the county) for projects within city limits; contact Beaver City Hall at 435-438-2451 to confirm payment process.
- 09 Post approved permit at the job site.
- 10 Schedule inspections through Beaver County Building Department at 435-438-6484 with at least 24 hours advance notice.
