When a permit is required
Permit triggers and exempt work for Mount Pleasant
All buildings or structures built, constructed, erected, altered, or repaired within the city must conform to approved plans and applicable codes. Additions increasing floor area require a permit.

Note: The current posted fee schedule separately lists a residential roofing permit at $50.00 and commercial roofing under Table 1A. Because ordinance text and the current fee schedule are not fully aligned on roofing, applicants should verify current practice directly with the Building Department.

Application process

- 02 Register as a contractor through the city's online platform or complete the Building Permit Application for paper intake.
- 03 Submit the application with project details including address, owner and contact details, contractor information, building square footage, permit description, flood hazard area status, and estimated value for commercial work.
- 04 Provide any project-specific supporting documents required by the city's forms or code, such as asbestos survey for commercial demolition or certificate of occupancy application for business occupancy.
- 05 Pay the applicable permit and inspection fees through the online system or with the Building Department.
- 06 Schedule inspections using the city's inspection request line at 903-575-4149 as shown on the application form.
- 07 For commercial occupancies, obtain the certificate of occupancy before opening; fire department will inspect after opening for fire and safety compliance.
