When a permit is required
Permit triggers and exempt work for Titus County
The public record does not support a city-style, countywide general building permit program for ordinary construction in unincorporated Titus County. Verified narrower permit controls are: OSSF permits for systems that are installed, subjected to major repair, or associated with a residence or building that undergoes a substantive change in square footage, usage, or occupancy; platting and subdivision review through the County Clerk's office before submitting plats; and floodplain-related review as part of county development and subdivision review.
Note: No public exempt-work list was found for a county general building permit program. For septic work specifically, the county website links to TCEQ OSSF materials, but the county pages reviewed did not publish a local exemption list.
- OSSF permit forms
- Proof of fee payment from the County Treasurer
- Certified affidavit filed with the County Clerk for surface-application systems, aerobic treatment pumps, or other systems requiring continuing maintenance
- County plat application
- Development subdivision checklist
- Building code
- No public countywide building code adoption or general residential building-inspection program was found for unincorporated Titus County. The verified county regulatory program is the TCEQ-approved local OSSF order authorized on March 27, 2017.
- Contractor requirements
- Homeowners and OSSF installers may seek an OSSF permit, but local OSSF work remains tied to the state-regulated septic framework rather than a county general-contractor license program.
Application process
Application → plan check → issuance → inspection → final
- 01 Confirm the parcel is in unincorporated Titus County and not inside Mount Pleasant, Talco, Winfield, or Miller's Cove.
- 02 Determine which county-controlled approval applies: OSSF or septic permitting, platting and subdivision review, or floodplain-related review.
- 03 For OSSF work, obtain the permit forms either in person from the Titus County Designated Representative and Environmental Investigator or online through the Region 5 site referenced by the county.
- 04 Pay the applicable OSSF fee to the Titus County Treasurer at the courthouse and present the receipt to OSSF inspectors before the application will be considered for approval.
- 05 Deliver the completed OSSF permit paperwork and supporting documents, together with the Treasurer receipt, to the Titus County Sheriff's Office and Designated Representative for review.
- 06 The county's OSSF handout states the Designated Representative will review the application and notify the submitter whether the permit is approved for construction or denied, with reasons and steps needed for approval if denied.
- 07 For land division or subdivision activity, contact the County Clerk's Office and submit the plat application and subdivision checklist. Plats should be coordinated through the County Clerk's office, and the checklist states that Environmental Quality approval is required on all pertinent information pertaining to OSSF and floodplain before submittal.
