When a permit is required
Permit triggers and exempt work for Collin County
Residential, OSSF/septic, health, and commercial permits required in unincorporated county areas. County note: Texas counties do not operate the same broad municipal building-code program as cities; permitting is split among residential/development, OSSF/septic, commercial fire/building compliance, and right-of-way/culvert processes.

Application → plan check → issuance → inspection → final
- 01 Determine permit type (residential, OSSF/septic, commercial, or right-of-way/culvert).
- 02 For new structures on previously vacant sites, a 9-1-1 rural address application is part of the permit package.
- 03 Submit permit application through the Collin County CSS Portal or contact Development Services.
- 04 Pay required fees (Development, Culvert, OSSF review, or Certificate of Compliance fees as applicable).
- 05 For commercial buildings, applications are reviewed for compliance with 2021 International Fire Code and 2021 International Building Code.
