When a permit is required
Permit triggers and exempt work for Lockhart
The city says permits are required for most construction involving a structure, including new buildings, additions, exterior reroofing and residing, sheds, decks, poured concrete patio slabs and driveways, fences, and signs.

- Lockhart licenses building contractors and requires a contractor bond. New license packets list eight required items: application, ID, references, phone verification, office documentation, organizational papers if applicable, bond, and fee.
Application process
Application → plan check → issuance → inspection → final
- 01 Complete the city's Permit Request Form for the project.
- 02 Submit a survey or site plan when the project type requires one.
- 03 If the project involves digging 18 inches or more, call Texas 811 and include the confirmation number on the permit request before submittal.
- 04 Email the package to permits@lockhart-tx.org or deliver it to the Development Services counter at City Hall.
- 05 Wait for city review. The city notes permits are issued in the order received and incomplete applications are not accepted.
- 06 Obtain required trade permits separately for electrical, plumbing, mechanical, or gas work.

Selected residential fees: residential moving permit $75; tree removal $100; permit renewal $75. Commercial/multifamily note: the city posts valuation-based third-party review and inspection tables and adds a 5% administrative fee to those outsourced commercial and multifamily plan review and inspection fees.
