When a permit is required
Permit triggers and exempt work for Killeen
Killeen requires permits to construct, enlarge, alter, repair, move, demolish, or change occupancy of a building or structure and to install, enlarge, alter, repair, remove, convert, or replace regulated electrical, gas, mechanical, or plumbing systems.
Note: The reviewed page did not provide a consolidated exempt-work list. Killeen expressly requires permits for a broad range of building and MEP work, including fences, pools, reroofs, and repairs, so applicants should confirm any claimed exemption with Building Inspections.
- Construction documents as required by project type; the city links construction documents and multiple checklists/forms from its permit applications page.
- Building code
- Effective January 1, 2026, Killeen publishes adoption of the 2024 IBC, IECC, IFC, IFGC, IMC, IPC, IPMC, IRC, and the 2023 NEC, as amended.
- Permit validity
- An expired permit may be reinstated within 30 days after expiration for half the new-permit fee if conditions are met.
- Contractor requirements
- General construction registration is required before performing permitted construction operations in the city; MEP contractors are exempt from the registration fee pursuant to state law.
