When a permit is required
Permit triggers and exempt work for Warren
A building permit is required for new construction, additions, alterations, demolitions, repairs affecting structure or systems, and changes of use. Electrical, plumbing, and mechanical work require separate trade permits.

- Rhode Island state code typically allows 180 days to commence work. Confirm current rules with the office.
- Owner-builder
- Homeowners may obtain permits for work on their own residence. An owner-builder must sign an affidavit accepting responsibility for the work. All subcontractors hired must hold valid RI CRLB registration.
- Contractor requirements
- All contractors and subcontractors must be registered with the RI Contractors' Registration and Licensing Board (CRLB) at https://crb.ri.gov/. The CRLB registration number is required on permit applications. Registration requires a $20,000 surety bond, $500,000 per occurrence general liability insurance, and workers compensation coverage if applicable.

- 01 Determine whether zoning approval is required before or concurrent with the building permit. Zoning applications must be received in the Building Official's office no later than 12:00 PM on the last Wednesday of each month.
- 02 If the project is within or near the Warren Voluntary Historic District, contact the Historic District Commission to determine if review applies.
- 03 For coastal or flood zone projects, check whether CRMC approval or FEMA floodplain compliance documentation is required.
- 04 Log in to the OpenGov portal at https://warrenri.portal.opengov.com/ and select the appropriate permit type.
- 05 Complete the application and upload all required documents including site plans, construction drawings, and contractor CRLB registration number.
- 06 Submit the application electronically. The Building Official reviews the application and may request additional information.
- 07 Once approved, pay the required permit fee through the portal.
- 08 Permit is issued. Post the permit conspicuously at the job site before work begins.
- 09 Schedule all required inspections at least 24 hours in advance through the portal or by contacting the department.
