When a permit is required
Permit triggers and exempt work for Bristol
A building permit is required for all new construction, additions, alterations, repairs, demolitions, and changes of occupancy. Trade permits (electrical, plumbing, mechanical) are required separately. Work within the historic district also requires BHDC approval.
- Exempt Painting, papering, tiling, carpeting, cabinet installation, countertops, and similar interior finish work
- Exempt Fences not over 6 feet in height (zoning and historic district rules still apply)
- Exempt Portable heating and ventilation appliances
- Exempt Window awnings supported by an exterior wall that do not project more than 54 inches
- Exempt Replacement window sash only (full frame + sash replacement requires a permit)
- Exempt Ordinary minor repairs that do not involve structural, electrical, plumbing, or mechanical work
Note: Work within the Bristol Historic District may still require BHDC review even if a building permit is not required. Exemption from permit requirements does not authorize non-compliant work.

- 2025 Rhode Island Building Codes, based on the 2021 IBC and 2021 IRC with Rhode Island amendments, effective December 1, 2025. Energy code: 2024 IECC, effective February 14, 2025. Bristol local amendments in Chapter 9 of the Bristol Code of Ordinances.
- Permit validity
- Rhode Island state code typically allows 180 days to commence work and 180 days between inspections. Confirm with the office.
- Owner-builder
- Homeowners may act as their own general contractor on their own primary residence. An owner-builder affidavit is required. All subcontractors must hold valid CRLB registration.
- Contractor requirements
- All contractors and subcontractors must be registered with the RI CRLB (https://crb.ri.gov/). CRLB registration number must be provided on permit applications. Requirements include surety bond, general liability insurance, and workers compensation if applicable.

Application process
Typical processing: Contact the department at 401-253-7000 Ext. 142 for current turnaround times
- 01 Determine whether the project is within the Bristol Historic District. If so, obtain a Certificate of Appropriateness from the Bristol Historic District Commission (BHDC) before or concurrent with the building permit application. Contact Historic District Coordinator Nicholas Toth at 401-253-7000 for guidance.
- 02 Determine whether zoning approval or variance is required. Contact the Zoning Department at https://www.bristolri.gov/195/Zoning.
- 03 Log in to the OpenGov portal at https://bristolri.portal.opengov.com/ and select the appropriate permit type.
- 04 Complete the application, upload construction drawings, and provide contractor CRLB registration number.
- 05 Submit the application. Depending on project type, the submission may be routed to the Tax Assessor, Water Quality, Planning, Zoning, and/or Fire Department for review.
- 06 If the application is incomplete or deficient, the Building Official will notify the applicant in writing through the portal with required corrections.
- 07 Once approved, pay the required fee. Fees are based on project valuation under the Rhode Island statewide permit fee schedule (510-RICR-00-00-21).
- 08 Permit is issued electronically. Post the permit conspicuously at the job site before work begins.
- 09 Schedule required inspections through the OpenGov inspection request feature.
