- Homeowners performing their own work must provide acknowledgement with application.
Application process
Typical processing: 2-4 weeks for residential projects
- 01 Access the Oregon ePermitting system at https://aca-oregon.accela.com/oregon/
- 02 Create an account or log in
- 03 Homeowners doing their own work must complete and attach the Homeowner Acknowledgement Form with the application
- 04 Submit application and plan submittals electronically (required as of January 1, 2025)
- 05 Plans examiner reviews plans for compliance
- 06 Contact Plans Examiner if additional information is required (e.g., engineering, truss information)
- 07 Site Plan Review: Permit Specialist reviews project for Polk County Zoning Ordinance compliance
- 08 Permit is issued or corrections are requested
Typical processing time: 2-4 weeks for residential projects
Fee schedule
Effective July 1, 2025–June 30, 2026
Building division fees (except those determined by Oregon BCD) are automatically adjusted each July 1 based on CPI-U Pacific Cities Index
