When a permit is required
Permit triggers and exempt work for Newport
Per ORSC Section R105.1: permits required for any construction, enlargement, alteration, repair, movement, occupancy change, or installation of electrical, gas, mechanical, or plumbing systems.

- Valid for one year; becomes invalid if work does not commence within 180 days or is suspended/abandoned for 180+ days.
- Contractor requirements
- Applicant or contractor responsible for obtaining all necessary permits. Oregon CCB licensing required statewide.
Application process
Application → plan check → issuance → inspection → final
- 01 Complete building permit application (residential or commercial forms).
- 02 Prepare plans, specifications, engineering calculations, diagrams, and other required documentation in PDF format.
- 03 Submit all documents via Oregon E-Permitting online or in person at CDD counter.
- 04 City reviews application for compliance with municipal development code, water/sewer availability, and applicable fees.
- 05 Once City approval received, applicant pays System Development Charges (SDCs) and water/sewer connection fees.
- 06 City forwards application to Lincoln County Building Division.
- 07 County reviews for structural, electrical, plumbing, mechanical compliance.
- 08 Upon County approval, applicant contacts County to pick up permit and pay permit fees.
