When a permit is required
Permit triggers and exempt work for Hines
A building permit is required for all new construction, structural alterations, and repairs to residential and non-residential buildings within the City of Hines. Land-use approval must come first; City of Hines Planning Commission must grant zoning clearance and compliance certification before Harney County Building Department will process structural permits.
- Exempt Detached, nonhabitable, one-story accessory structures under 200 sq ft and under 15 ft average roof height (e.g., small sheds, unfinished storage)
- Exempt Decks not more than 30 inches above grade (single story, single-family only)
- Exempt Certain patio/porch/deck covers up to 200 sq ft
- Exempt Fences under 7 ft tall
- Exempt Window/door replacements with no structural work
- Exempt Some like-for-like repairs if no structural/load-bearing changes occur

- Owner-builders may perform work on their own property under narrow exemptions defined by Oregon statute. Limited exemptions apply to electrical, plumbing, and mechanical work.
- Contractor requirements
- Contractors must hold a valid Oregon Construction Contractors Board (CCB) license. Electrical and plumbing contractors need dual licensing (CCB + Oregon BCD specialty license). Manufactured dwelling installers need CCB + BCD MDI license.
