When a permit is required
Permit triggers and exempt work for Youngstown
Youngstown zoning permits are required when any use is established, a building or structure is erected or altered, or the use of building or land is changed. Building permits are then obtained through Mahoning County where applicable.

- Youngstown requires general contractors performing work in the City to register with the City under Codified Ordinance 1311.06, with a $25 annual non-refundable fee. Mahoning County requires licensed or registered specialty trades depending on residential or commercial scope. State licensed trades in Ohio: electricians, plumbers, HVAC, and hydronics related trades.
