When a permit is required
Permit triggers and exempt work for Mahoning County
Any owner or authorized agent intending to construct, install, enlarge, alter, repair, move, or change occupancy of a building or structure, or to install or replace regulated electrical, gas, mechanical, or plumbing systems, must apply to the Chief Building Official and obtain approval and a building permit.

- Contractor requirements
- Mahoning County does not require a general contractor license for builders. Residential HVAC, electrical, hydronics, and refrigeration contractors must be licensed by Mahoning County. Commercial HVAC, electrical, hydronics, and refrigeration contractors must be state licensed and county registered. Plumbing registration is handled separately by the Mahoning County Board of Health.

Commercial applications require a completed commercial application, initial non-refundable fee, exact address and township, zoning permit, sewer and health approvals, subcontractor names, and four sealed plan sets.
- 04 Pay the non-refundable processing fee and any other required fees.
- 05 Await plan review. Residential review usually takes 1-2 working days; commercial review averages 3 weeks if submittals are complete.
- 06 After permit issuance, request inspections when work is ready. A certificate of occupancy or use is issued where required upon completion.
