When a permit is required
Permit triggers and exempt work for Baltimore
Baltimore's zoning page requires zoning permits when a building or structure is built, moved, added to, or altered, including single-family, multi-family, commercial, industrial, building additions, fences, in-ground pools, satellite dish antennas, signs, and wireless telecommunication facilities.
Note: No consolidated exempt-work list was found on the reviewed Baltimore permit pages. Fence regulations are separately published, but the village still requires a zoning permit for fences.

- State Ohio codes administered through Fairfield County for commercial work and through the Village's SAFEbuilt residential building department services for residential work.
- Permit validity
- Zoning permit is void if work is not started within one year or completed within two years.
- Owner-builder
- Property owners or residents performing work themselves are not required to register as contractors.
- Contractor requirements
- Village contractor registration is required. Registration requires insurance, workers compensation if applicable, taxpayer registration, and for electrical, plumbing, and heating/cooling registration on commercial projects a copy of the current state license. Registration fee is $50 and expires December 31 each year.
Application process
Application → plan check → issuance → inspection → final
- 01 Apply for a Village zoning permit first and submit the zoning application to the Village Office.
- 02 For commercial work, present the signed zoning permit to the Fairfield County Building Department for the building-permit process and inspections.
- 03 For residential work, apply through the CommunityCore permit portal used by the Village's SAFEbuilt contractor.
- 04 Ensure contractor registration is current with the Village before work starts.
- 05 Complete required inspections through Fairfield County for commercial work or through SAFEbuilt for residential work.
- 06 Obtain final occupancy approval from the applicable authority. Baltimore's building page states Fairfield County issues the occupancy permit for commercial work.
