When a permit is required
Permit triggers and exempt work for Rockwell
Rockwell requires zoning permits before local approval of covered development. Rowan permits are required for code-regulated building and trade work unless exempt.
- Exempt Small work may be exempt from Rowan permits under state law if it does not affect structure or trade-design triggers
- Exempt Like-kind plumbing replacements may be exempt

Application process

- 01 Confirm zoning, ETJ, and fee requirements with the Rockwell Zoning Administrator.
- 02 Complete the Rockwell zoning permit application and deliver it to the Zoning Administrator; application must be signed and approved before being considered complete.
- 03 After town approval, submit Rowan County building permit application with zoning approval and county backup documents.
- 04 Complete Rowan County plan review first for commercial work requiring it.
- 05 Rowan issues the permit and performs inspections.
- 06 For commercial projects, Rowan issues certificate of compliance and Rockwell issues the CO as zoning authority.
