When a permit is required
Permit triggers and exempt work for Rowan County
Rowan requires building permits for construction, reconstruction, alteration, repair, movement, removal, or demolition of buildings and for installation, extension, alteration, or general repair of electrical, mechanical, and plumbing systems, subject to state exemptions.
- Exempt Low-cost work at $40,000 or less in a single-family residence, farm building, or commercial building may be exempt if it does not add or repair load-bearing structures
- Exempt Like-kind plumbing replacements with no size or capacity change may be exempt
- Exempt Like-kind replacement of electrical devices and lighting fixtures may be exempt
- Exempt Roof replacement is generally exempt, but adding roofing is not
- Exempt Work that does not trigger the NC Fire Code may remain exempt if the rest of the statute is satisfied

Application process
Typical processing: 7 business days for commercial plan review
- 01 Confirm zoning, floodplain, addressing, and site constraints with Rowan County Planning and Development.
- 02 Obtain any needed county zoning approval.
- 03 Submit Rowan County building permit application in CSS or in person, with zoning approval, septic authorization or tap receipts, lien agent information, and contractor details.
- 04 Complete Rowan County plan review first for commercial projects requiring it.
- 05 Pay fees; Rowan issues the permit and emails the issued permit.
- 06 Schedule inspections online or by phone. Rowan states its certificate of compliance may stand in as the certificate of occupancy.
