When a permit is required
Permit triggers and exempt work for Louisburg
Permits are required when the use of property changes, for new residential, commercial, or industrial construction, for a new business in an existing structure, and for signs, fences, yard sales, some special events, and accessory structures such as garages and greenhouses. Building permits and inspections for building, electrical, HVAC, plumbing, gas, mobile homes, and most swimming pools are handled by Franklin County.

- Exempt Replacement of windows, doors, exterior siding, and porch or exterior deck pickets, railings, stair treads, and decking within the statutory exemption conditions
- Exempt In one- or two-family dwellings, replacement water heater connections meeting the specific same-location, same-or-less-capacity statutory conditions
- Exempt In one- or two-family dwellings, repair or replacement of electrical lighting fixtures or devices such as receptacles and switches by a properly licensed electrical contractor when the replacement is same voltage and same or lower amperage

- NC general contractor license generally required at $40,000 and above; Franklin County cannot issue permits for covered work unless licensure or exemption is shown under G.S. 87-14.

- 01 Confirm whether the project needs a town zoning permit. Louisburg requires zoning permits for new construction, changes of use, signs, fences, yard sales, some special events, and accessory structures.
- 02 Download the current town zoning permit application PDF and complete it with project details.
- 03 Return the completed zoning permit application to zoningpermits@townoflouisburg.org.
- 04 Wait for Planning, Zoning, and Code Enforcement review. Louisburg asks applicants to allow at least 48 hours for the permitting department to respond.
- 05 If the project also needs a building permit, create or use an OpenGov account and submit the building or trade permit to Franklin County after satisfying town zoning requirements.
- 06 Pay applicable town and county fees, receive permit issuance, then schedule county inspections through the county portal during construction.
