When a permit is required
Permit triggers and exempt work for Estancia
Statewide CID threshold applies: structures over 120 sq. ft., plus all trade work. Town zoning approval also required before any construction.

- Owner-builder / Homeowner's Permit: Same NMAC 14.5.2.18 provisions apply as statewide. One permit per primary residence per 12 months.
- Contractor requirements
- Contractors must hold a valid CSLB license equivalent. RLD-issued GB-2 (residential/light commercial up to 3 stories) or GB-98 (general commercial).
Application process
Typical processing: Town zoning review: 1-3 weeks for routine projects (Planning Board meets monthly; timing depends on where in the cycle you apply). CID plan review: 10-30 days. Budget 4-8 weeks minimum for new construction start-to-permit.
- 01 Determine whether the property is within Estancia town limits. Contact Town Hall or Torrance County Planning & Zoning to confirm jurisdiction.
- 02 Contact Estancia Town Hall (confirm hours; generally 7:30 a.m. - 5:00 p.m., Monday through Thursday) to obtain town zoning and land use approval for the proposed project.
- 03 Bring a site plan showing the property, proposed structure location, setbacks from property lines, and any existing improvements.
- 04 Planning and Zoning Board reviews applications for conditional uses, variances, or subdivisions; routine building projects may receive administrative approval. Board meetings are the third Tuesday of each month at 6:30 p.m. at Town Hall.
- 05 After receiving town zoning clearance, proceed to CID Albuquerque at 5500 San Antonio Dr. NE to obtain the state building permit. Bring all required documents.
- 06 Pay CID permit and plan review fees at submission or upon permit issuance.
- 07 CID issues permit; post at job site.
- 08 Schedule CID inspections at required milestones.
- 09 CID issues Certificate of Occupancy upon final inspection approval.
