When a permit is required
Permit triggers and exempt work for Grants
The Code Enforcement Office enforces laws related to zoning, building, and property maintenance, and issues permits that comply with laws and city ordinances. A permit is required for new construction, additions, alterations, demolitions, and changes of use or occupancy within the city limits. Trade work (electrical, plumbing, mechanical) requires separate permits.
Note: Standard NM statewide exemptions from 14.5.2.9 NMAC apply as the floor. The city may have adopted additional local exemptions or additional permit requirements through local ordinance. The City of Grants maintains a Zoning Map and city-specific ordinances. Setback, use, and lot coverage requirements differ from unincorporated Cibola County (which has no zoning). Zoning compliance must be verified before applying for a building permit within the city.
- Completed permit application form
- Site plan showing property lines, setbacks, proposed construction location
- Construction drawings for structural or complex projects
- Project valuation
- Contractor license information (if contractor-pulled; NM CID license required)
- Homeowner permit application/affidavit if owner-builder
- Zoning compliance confirmation (city zoning map applies within Grants limits)
- Building code
- Grants adopts NM statewide codes. The City has a Zoning Map and city-specific zoning ordinances in addition to state building codes. For building construction, 2021 NMRC (IRC-based), 2021 NMCBC (IBC-based), and 2020 NEC apply as enacted by the NM CID. Local zoning regulates setbacks, use classifications, and lot standards within city limits.
- Permit validity
- Not confirmed from public sources. NM standard 180-day commencement rule likely applies. Confirm with the Code Enforcement Office.
- Owner-builder
- NM state rules under 14.5.2.18 NMAC apply (one homeowner permit per 12-month period, primary residence only, major work must be performed by the homeowner, no HVAC or gas, electrical exam required). Confirm whether Grants has any additional local owner-builder restrictions by calling (505) 285-3981.
- Contractor requirements
- All contractors must hold a valid NM CID license appropriate to their trade. GB-98 or GB-2 for general building; separate trade licenses for electrical, plumbing, and mechanical.
