When a permit is required
Permit triggers and exempt work for Scottsbluff
Building permit required for: new construction or additions of any type; interior remodeling or basement finishing; decks; sheds; garages; roofing; electrical work; plumbing (new or replacement); HVAC, water heaters, water/sewer services; backflow preventers, water softeners, reverse osmosis units; signs; commercial developments. Contact department when in doubt.
- Exempt Painting, papering, or similar finish work
- Exempt Storm window installation
- Exempt Roof gutter installation and replacement
- Exempt Kitchen cabinet replacement without structural changes
- Exempt Like-for-like replacements with no structural or system changes

- Building code
- City has adopted IBC 2018 and IRC 2018 consistent with Nebraska state requirements. Zoning regulations in Chapter 25 of Scottsbluff Code of Ordinances. Section 25-15-22 addresses building permit issuance. 2018 IECC energy code applies.
- Owner-builder
- Property owners may perform electrical work on their own primary residence by completing the Homeowner Verification Form and obtaining a permit. All plumbing work must be performed by a City of Scottsbluff Licensed Plumber.
- Contractor requirements
- General, plumbing/HVAC, and electrical contractors must register with City of Scottsbluff Development Services. Contractor Registration Forms available on city's permit applications page. Nebraska Department of Labor registration also required statewide. All plumbing must be performed by City of Scottsbluff Licensed Plumber (not just any Nebraska-registered plumber).

- 09 Schedule required inspections with Development Services
- 10 Obtain final inspection and certificate of occupancy upon completion
