When a permit is required
Permit triggers and exempt work for Gering
Any structure over 100 square feet requires a building permit. Attached additions require a permit regardless of size. Roofing, plumbing, mechanical, electrical, and fence work also require permits.
- Exempt Structures 100 square feet or smaller (detached accessory structures only; attached additions always require permit)

- Plot plan or site plan showing structure placement
- Building plan (wall section, roof detail, footing detail) as applicable
- Building code
- City has adopted: IBC 2018, IRC 2018, UPC 2018, UMC 2018, NEC 2018, International Gas Code 2012, International Energy Code 2009 (NOTE: older edition -- confirm whether city has updated to 2018 IECC; state standard 2018 IECC applies if not), International Solar Code 2009. Gering uses Uniform Plumbing Code (UPC) rather than International Plumbing Code (IPC).
- Owner-builder
- Nebraska does not prohibit owner-builders from constructing on their own property. Homeowners may obtain electrical permits through NSEB for their own residences.
- Contractor requirements
- Nebraska Department of Labor registration required for contractors; confirm any city-specific contractor registration requirements with Engineering Department.
Application process
Application → plan check → issuance → inspection → final

- 02 Download fillable PDF form from gering.org/forms-permits
- 03 Prepare required documents: completed application, plot plan/site plan, construction drawings as applicable
- 04 Submit application to City of Gering Engineering Department at City Hall, 1025 P Street
- 05 Pay applicable permit fees (consult Building Permit Fees document available on forms page)
- 06 Await review by Building Inspector Jeff Vance
- 07 Permit is issued; post at job site
- 08 Schedule required inspections with Building Inspector
- 09 Obtain final inspection

Typical sequence: Typical inspections include: footing/foundation, framing, plumbing/mechanical rough-in, insulation, roofing (for roofing permits), final inspection. Confirm full required sequence from inspection list document at permit issuance. All roofing on living quarters requires ice and water shield 24 inches inside the warm wall.
