When a permit is required
Permit triggers and exempt work for Nebraska City
Required for all new buildings and for additions or alterations to existing buildings
- Building code
- 2018 International Building Code (IBC) and 2018 International Residential Code (IRC); verify with City Hall for any local amendments
- Permit validity
- 180 days from date of issuance
- Contractor requirements
- All contractors must be registered with Nebraska Department of Labor ($25/yr, workers comp certificate required). NSED electrical permits required for all electrical work regardless of building permit status.
Application process
Application → plan check → issuance → inspection → final
- 01 Download current building permit application from nebraskacityne.gov/permits-licenses/
- 02 If project is outside Nebraska City corporate limits but within county, also obtain County Zoning Permit Application
- 03 Complete application with all required fees paid at time of submission; no permit issued until fees are paid in full
- 04 Contact Building Inspector (402-873-5515) if project details require pre-application consultation
- 05 Permit is valid for 180 days from date of issuance; if construction not started within 180 days, permit expires and new permit must be obtained
- 06 Post permit card at job site in visible location throughout construction
- 07 Schedule inspections by calling Building Inspector's office after each stage of construction is complete
- 08 Request Final Inspection and Certificate of Occupancy upon completion of all work before occupying building

Typical sequence: Minimum of 4 inspections required: (1) Footing Inspection after footing forms in place and foundation/basement walls poured to 4+ feet before backfilling; (2) Rough Plumbing Inspection for all plumbing work before concealment; (3) Framing Inspection after framing complete and all rough-in work done before drywall; (4) Final Inspection/Certificate of Occupancy upon completion. Additional inspections may be required (insulation, energy code).
