When a permit is required
Permit triggers and exempt work for Otoe County
Zoning permit required for erection, construction, reconstruction, alteration, repair, or conversion of any nonfarm building or structure within zoned area
- Exempt Agricultural buildings on farmstead of 20+ acres producing $1,000+ of farm products per year (does not include residences, commercial structures, or other non-farm buildings on agricultural parcels)
Note: Agricultural building exemption applies broadly in unincorporated Otoe County, which is predominantly agricultural

- Permit validity
- 90 days from date of approval
- Contractor requirements
- All contractors must register with Nebraska Department of Labor ($25/yr, workers comp certificate required)
Application process
Application → plan check → issuance → inspection → final
- 01 File Zoning Permit Application at least 7 days prior to desired action on the permit
- 02 For projects outside Nebraska City but within its 2-mile ETJ, confirm with Nebraska City Building and Zoning whether a city building permit is also required
- 03 If a new septic/onsite wastewater system is required, may require percolation test, system design, and scaled drawing meeting Nebraska Title 124 requirements
- 04 Once approved, activity proposed must be initiated within 90 days of approval date or permit expires
- 05 For new driveways off county roads, obtain separate Otoe County Roads Department Driveway Permit ($50 fee)
- 06 For projects disturbing 1+ acres, file Nebraska NDEE Construction Stormwater NOI (General Permit NER210000) at least 7 days before grading begins
