- 02 Per the Village of Palmer's official website, applicants for residential or commercial construction permits should contact the Merrick County Courthouse Planning and Zoning office at 1510 18th Street, Central City, NE 68826 / (308) 946-2812
- 03 Complete the applicable application (Zoning Permit, Conditional Use, Subdivision, etc.)
- 04 Submit to the Planning and Zoning office
