When a permit is required
Permit triggers and exempt work for Lincoln
Building permit required for most new construction, additions, alterations, repairs involving structural members, changes of occupancy, demolition, and installation or replacement of mechanical, electrical, or plumbing systems. Specific permits required for signs, swimming pools, water softeners, lawn sprinkler systems, and water-cooled equipment.
- Exempt Fences under 7 feet in height
- Exempt Small tree forts and playground structures of limited size and scope (confirm scope with 402-441-8384)
- Exempt Ordinary repairs not involving structural members, plumbing, electrical, or mechanical systems changes
- Exempt Painting, papering, tiling, carpeting, cabinets, counter tops, and similar finish work
- Exempt Prefabricated swimming pools accessory to single-family residence less than 24 inches deep (confirm with city)
- Exempt Replacement of existing fixtures with like-for-like where no structural or system changes occur (confirm with city)

- Building code
- City of Lincoln local building code based on International Building Code (IBC) and International Residential Code (IRC) with local amendments. Lincoln Municipal Code Title 20 includes Chapter 20.06 (Building Code) and Chapter 20.12 (Residential Building Code). Nebraska state baseline: IBC 2018 and IRC 2018.
- Permit validity
- Permits expire if work has not commenced within 180 days of issuance or if work is suspended or abandoned for 180 days
- Owner-builder

- Contractor requirements
- Contractors must register with Nebraska Department of Labor (annual $25 fee). Master electrical, plumbing, and HVAC contractors must complete licensing through City of Lincoln Building and Safety Division. Insurance requirements: $500,000 to $2,000,000. Bond requirements: $5,000 to $25,000.
