When a permit is required
Permit triggers and exempt work for Plattsmouth
New construction; additions and alterations; mechanical, plumbing, and electrical work (electrical issued by Nebraska State Electrical Division); fences; re-roofing (since June 14, 2023, all roofing and re-roofing projects require a permit); demolitions; retaining walls; and any work in the Missouri River floodplain.

- Completed building permit application
- Site plan or plot plan showing property dimensions, proposed structure location, and setbacks
- Construction plans (residential and commercial)
- Commercial plan submittals must be in electronic format
- Building code
- International Building Codes (specific edition to be confirmed with Building Inspector). The city's Municipal Code Chapter IX governs Building Regulations; the 2026 update may reflect a more recent code edition than the 2016 code document.
- Permit validity

- 01 Confirm the property is within the City of Plattsmouth corporate limits (or within the two-mile extraterritorial jurisdiction, where applicable).
- 02 Determine the permit type(s) required: building, fence, roofing, curb grind, rezoning, special use, or subdivision.
- 03 Download the relevant application form(s) from https://www.plattsmouth.org/index.php/city-forms-and-fees or pick up in person at City Hall.
- 04 Prepare required documents (site plan, construction plans, contractor info).
- 05 Commercial plan submittals must be in electronic format. Residential submittals are preferred electronic but not required.
- 06 Submit completed application and plans to the Building/Zoning Department at 136 N. 5th St. during business hours (Monday–Friday, 8:00 AM–4:45 PM).
- 07 Pay applicable permit fees at submission or upon permit issuance (confirm timing with inspector).
- 08 Plans are reviewed by Michael Jensen, City Building Inspector.
- 09 Upon approval, permit is issued. Post permit on job site.
- 10 Schedule inspections with the Building Inspector as required.
- 11 For projects in the Missouri River floodplain, comply with the City of Plattsmouth Floodplain Ordinance; obtain floodplain development permit if applicable.
- 12 After final inspection, receive Certificate of Occupancy.
