When a permit is required
Permit triggers and exempt work for Billings
Before new construction, enlargement, or structural alteration of an existing building.

- Permit validity
- Work must start within 30 days of issuance and be completed within 9 months; extension permit costs 1/3 of original permit.
- Contractor requirements
- Contractor license required at $25 per calendar year; workers compensation information and/or certificate of insurance required.
Application process
Application → plan check → issuance → inspection → final
- 01 Contractor obtains annual city contractor license and provides workers compensation and/or certificate of insurance.
- 02 Applicant submits building permit application and site plan for zoning approval.
- 03 Zoning officer reviews use, lot size, height, and setbacks.
- 04 Building inspector reviews code compliance and may request more information.
- 05 Applicant pays permit fee based on square footage.
- 06 Building inspector meets applicant at site and issues the hard card, which must remain posted.
- 07 Required inspections occur through final signoff, then Deputy City Clerk issues occupancy permit.
