When a permit is required
Permit triggers and exempt work for Aberdeen
Aberdeen states permits are required for new construction, additions, accessory structures, decks, fences, driveways, signs, parking lots, modifications, upgrades, tenant occupancies, changes of use, and demolition.

Note: No consolidated Aberdeen no-permit list was clearly posted on the public permit page. Aberdeen's public guidance lists broad categories that do require permits and advises applicants to check with the permit office. Because fences, sheds, driveways, signs, and many accessory items require permits in Aberdeen, do not assume common residential work is exempt.

- Owner-builder
- For new homes built for personal use, the builder must provide an affidavit. New homes built for sale must comply with Maryland home builder registration requirements.
- Contractor requirements
- The City requires compliance with state and county licensing. Electrical, plumbing, and mechanical permits are obtained directly from Harford County using the City-generated permit number.

Application process

- 01 Obtain the City of Aberdeen building permit application and identify the project type.
- 02 Submit the application and required plans to the City by email, mail, or drop box at City Hall.
- 03 City Planning and Community Development reviews the application and plot plan/site plan for compliance with the Aberdeen Development Code.
- 04 Where applicable, construction plans are forwarded to Harford County DILP for building code review.
- 05 If the project includes grading, sediment and erosion control, stormwater, water meter, sewer, or related site utility work, Aberdeen DPW also reviews those materials.
- 06 Pay all City fees and county pass-through review and inspection fees before release.
- 07 Receive the issued permit and approved plans from the City.
- 08 Schedule required inspections with Harford County DILP and any required City Inspector or State Fire Marshal inspections.
