When a permit is required
Permit triggers and exempt work for Harford County
Generally required to construct or alter a structure, demolish or move a structure, install or alter regulated equipment, change use, or place a structure.
- Exempt One-story residential accessory structures 200 square feet or less and not high hazard
- Exempt Ordinary repairs that do not remove structural members, alter egress, or affect public health or safety
- Exempt Replastering or resurfacing of an existing pool or spa
- Exempt Certain public service agency generation, transmission, distribution, metering, or related equipment work

- Permit application
- Site plan or survey

- Contractor contract for residential work if applicable
- Recent deed if ownership changed
- IECC form for new dwellings or additions
- Fire sprinkler plans where applicable
- Outside-agency documents required by site conditions
- Building code
- Harford County adopted the 2021 International Building Code, 2021 International Residential Code, 2021 International Mechanical Code, 2021 International Plumbing Code, and 2023 National Electrical Code, with local amendments.
- Permit validity
- Application expires after 180 days unless issued or diligently pursued. Issued building permit expires if work is not commenced and diligently pursued within 12 months, or if suspended or abandoned for 6 months. Diligently pursued means an inspection occurs within 6 months from the previous inspection.
- Owner-builder
- Owner or authorized agent may apply. Trade permits for owner-occupied homes may require one-time homeowner permits and testing. Residential contractors listed on the application must carry MHIC, or MHBR for new dwellings.
- Contractor requirements
- Building contractors must meet MHIC or MHBR rules as applicable. Electrical permits must be obtained by a county-licensed master electrician unless homeowner exception applies. Mechanical permits require a registered master HVACR contractor. Plumbing permits require a registered master plumber.
Application process
Typical processing: Agency goal is comment or approval within 10 business days after initial processing; no fixed countywide issuance guarantee is posted.
- 01 Determine whether the work requires a permit under the County permit and building services guidance.
- 02 Apply online through the ePermit Center, by email to building@harfordcountymd.gov, or by in-person or mailed submission to the Permit Center.
- 03 Submit the required site plan, construction plans, and supporting PDFs.
- 04 The County routes the application to applicable reviewers, which may include Planning and Zoning, Building Services, Health Department, DPW water and sewer, driveway access, stormwater, State Fire Marshal, and others.
- 05 After initial processing, the County states each reviewing agency aims to comment or approve within 10 business days.
- 06 Pay permit fees, including the non-refundable application fee.
- 07 Receive the issued permit and keep the approved plans and permit on site.
- 08 Schedule inspections, complete all required finals, and obtain certificate of occupancy where required.

Fee schedule
Effective 2026-03
Building permit fees are paid at application. County allows a 50% refund on canceled building permits where no work has been done and refund is requested within 6 months. No refunds are issued for electrical, mechanical, or plumbing permits.

- Requests before 3 p.m. are scheduled for the next business day pending availability; later requests go to the second business work day. Approximate time requests may be made between 7:00 and 7:30 a.m. on inspection day.
Typical sequence: Footing, foundation, slab or drain tile, framing after rough-ins, insulation, ceiling where applicable, and final before certificate of occupancy.
