When a permit is required
Permit triggers and exempt work for Waldorf
Building permits are required for additions, alterations, detached garages, demolitions, decks, gazebos, carports, retaining walls, pool houses, pools, spas/hot tubs, solar panels, sheds/barns over 200 square feet, patios/pavers, piers, fences 7 feet 1 inch or taller, pellet/wood stoves, HVAC installation/replacement, and most other structural work.
Note: Exterior painting, one-for-one fixture replacements, and other minor work may not require permits. Contact the Permit Center to confirm whether your project requires a permit.

- For permits applied for on or after June 28, 2024, Charles County applies the 2021 I-Codes and 2020 NEC.

- Owner-builder
- Owners may serve as their own general contractor and assume full liability. Homeowners may perform only limited electrical work unless they obtain a Homeowner Permit; they cannot wire pools, piers, detached outbuildings, panels, service changes, or similar higher-risk work.
- Contractor requirements
- Commercial contractors must hold a Maryland State Contractors License or Maryland State Home Improvement License. Home improvement contractors must hold a Maryland Home Improvement Commission license. Electrical work requires an active Maryland Master Electrician license or Charles County restricted master license with current insurance on file.

Typical processing: Acceptance within 2 business days; residential review 6 business days; Critical Area residential review 8 business days; commercial review 15 business days; trade permits 2 business days.
- 01 Confirm project requirements with the Charles County Permit Guide and zoning/mapping tools for the property.
- 02 Create a CSS account and submit the permit application electronically with plans and supporting documents.
- 03 County staff accepts the application, usually within 2 business days, and issues the initial invoice for application and plan review fees.
- 04 Pay the invoice through CSS or at a County Treasury Payment Center.
- 05 Review begins; if comments are issued, revise and resubmit through CSS.
- 06 After all reviews clear and all fees are paid, the permit is issued electronically through CSS.
- 07 Complete the required inspections listed on the permit before final approval or occupancy.
