When a permit is required
Permit triggers and exempt work for St. Charles
County residential and commercial permit triggers apply. For sign permits in PUD-zoned properties, County FAQ requires Planning Design Review Board approval from Meredith Management at 301-843-8111 before application submission.
Note: County public examples of exempt work are project-specific and should be confirmed with the Permit Center.

- County owner-contractor and homeowner electrical rules apply. Owners may serve as their own general contractor and assume liability. Homeowners may perform limited electrical work unless they obtain a Homeowner Permit.
- Contractor requirements
- Maryland State Contractors License, Maryland State Home Improvement License, or Maryland Home Improvement Commission license as applicable. Electrical work requires an active Maryland Master Electrician license or Charles County restricted master license with current insurance on file.

Typical processing: Acceptance within 2 business days; residential review 6 business days; Critical Area residential review 8 business days; commercial review 15 business days; trade permits 2 business days.
- 01 Verify project zoning and any St. Charles PUD or private design-control requirements before filing.
- 02 Create a CSS account and submit the county permit application with required plans and documents.
- 03 Pay initial application and review fees after County acceptance.
- 04 Respond to County review comments and resubmit as needed.
- 05 If the property is in a PUD-controlled area, provide required Planning Design Review Board (PDRB) approval where the permit type requires it.
- 06 Receive issued permit electronically through CSS.
- 07 Complete all required inspections before final approval or occupancy.
