When a permit is required
Permit triggers and exempt work for Eldersburg
New homes, additions, decks, garages, pools, retaining walls over 48 inches, interior and exterior alterations, most structural work, and most plumbing, electrical, gas, fire, and sign work require permits under county rules.
- Exempt Deck board replacement only, with no structural member, guardrail, or stair replacement
- Exempt Re-siding and re-roofing where no structural repair or enlarged openings are involved
- Exempt Portable one-story detached sheds on skids, movable, 150 square feet or less

- Carroll County Chapter 170 adopts 2021 IBC, IRC, IMC, IPC, IECC and related NFPA/state code references, effective January 1, 2024.
- Permit validity
- Application abandoned after 6 months if not diligently prosecuted or issued. Permit invalid if work does not begin within 1 year, is not complete within 2 years, or no inspections occur for 6 months after commencement.
- Owner-builder
- Owner or tenant may be listed as contractor without a contractor license but assumes responsibility. Homeowner registration allows limited minor electrical work in owner-occupied primary residences. Homeowners may also apply for certain plumbing/electrical work in a primary residence, except gas piping or electrical connections as limited by county guidance.
- Contractor requirements
- County requires appropriate Maryland registration or licensure for new home builders, MHIC contractors for home improvement work, commercial contractors, and licensed trade contractors for trade permits.

- 01 Confirm zoning, setbacks, and environmental constraints with Carroll County Zoning Administration and, if relevant, Health Department and Resource Management.
- 02 Prepare building permit/zoning application, owner/contractor affidavit, plot plan, and construction plans.
- 03 File the application with Carroll County Permits and Inspections.
- 04 Submit separate trade permits after the building permit filing, through licensed trade contractors where required.
- 05 Pay permit and any impact fees.
- 06 Receive permit and schedule inspections through CPPL.
