When a permit is required
Permit triggers and exempt work for Frostburg
Building permits are required for: new construction (including prefabricated sheds, decks, garages, and additions), solar installations (roof-mount and ground-mount), remodeling or renovation involving structural modifications, grading, fences, signage, home occupations (Type B per Zoning Ordinance), business occupancy or relocation, demolition, temporary/mobile vendors, and burning. Major renovations with structural changes require permits. Retaining walls 30 inches or more above grade require a permit. Pools and hot tubs 24 inches or more in depth require a pool permit. Sediment and erosion control plans are required for disturbance exceeding 5,000 sq ft or 100 cubic yards. Converting a duplex to single-family requires a Renovation Permit.
- Exempt Roof replacements do not require a permit (unless property is in the Historic District and roofing materials are being changed, in which case a Certificate of Appropriateness is required)
Note: No consolidated exempt-work list is published as a text page. Standard Maryland IRC and IBC exemptions (painting, finish work, like-for-like minor repairs not affecting structural or safety systems) are likely applicable; confirm with Community Development.
