When a permit is required
Permit triggers and exempt work for Wayne County
Commercial construction must have a permit per Kentucky law. No zoning ordinance exists at the county level; individual deed restrictions govern residential lots.
Note: No public exempt-work list is posted on the county permitting information page. Applicants must speak with the Judge/Executive's office or the local inspector to confirm whether a project qualifies for an exemption.

- 01 Contact the Judge/Executive's Office at (606) 348-4241 or via email to judgeexecutive@wcfiscalcourt.com to determine whether a project needs a permit and to collect any local paperwork.
- 02 Share plans with the local building inspector (Wes Finley, cell 606-416-4182) stationed at the Wayne County Health Department so he can verify compliance with the Kentucky Building Code and coordinate plan review.
- 03 Arrange any electrical, plumbing, or HVAC reviews through the Judge's office or the municipal office where the work occurs; state inspectors stand ready when no local inspector is assigned.
- 04 Schedule inspections through Finley's office (Wayne County Health Department, 39 Jim Hill Service Rd, Monticello) and obtain final sign-offs before beginning work or occupying the space.
