When a permit is required
Permit triggers and exempt work for Monticello
The City mandates building code compliance for any licensed premises under the ABC ordinance and enforces code compliance through the ABC and Code Enforcement offices. Construction or renovation tied to an ABC license requires the building code verification form signed by the inspector.
Note: The City packet does not list exempt work. Applicants must consult the Code Enforcement office or the ABC Administrator to confirm whether a proposed activity requires a permit or verification.

Application process
Application → plan check → issuance → inspection → final
- 01 Email admin@monticelloky.gov or call (606) 348-0167 to schedule an appointment with the ABC Administrator, and work with the City Clerk as needed for records or documentation requests.
- 02 Complete both Kentucky state and City of Monticello ABC/local application forms, gather proof of residency/citizenship, deed or lease, tax numbers, and any business statements.
- 03 Have the Wayne County Health Department (food compliance), Monticello Fire Department (fire code compliance), and City/County Building Inspector (construction/building code compliance) sign their respective verification forms. The building code compliance form is signed by Wes Finley (cell 606-416-4182).
- 04 Deliver the complete packet, along with a cashier's check, money order, or certified check for the license fee, to the local ABC office. Once all verifications are submitted, the Administrator issues approvals or forwards the package to the Kentucky ABC for processing.
