When a permit is required
Permit triggers and exempt work for Williamstown
The zoning page tells homeowners to contact the city for rooms, patio covers, walls, sheds, pools, and similar improvements. The ordinance requires zoning permits before land use changes, grading, and most construction, and building permits before erecting, moving, adding to, or structurally altering buildings.
- Exempt Land used solely for agricultural, farming, dairying, stock raising, or similar purposes is exempt from building permit and certificate of occupancy requirements for agricultural buildings, except setbacks and floodway/floodplain compliance still apply
- Completed zoning permit form
- Required fee
- Development plan/site plan if required, or duplicate plot plan with building locations, lot dimensions, setbacks, drainage, access, parking, sidewalks/open space, fences/walls, and utility information
- Building permit application also requires approved zoning permit and plans in duplicate
- Building code
- City ordinance is Kentucky code-based and specifically references the Kentucky Residential Building Code for modular dwellings. Public county/city materials do not separately post a newer local code edition.
- Permit validity
- Zoning permit expires if building permit is not obtained within 90 consecutive calendar days. Building permit expires if work does not start within 90 consecutive calendar days, with one written 90-day renewal option if requested at least 5 days before expiration. After start, permit expires after 18 months unless extended.
- Owner-builder
- Zoning permit application is signed by applicant. Sign permit form can be filed by owner or owner's agent.
- Contractor requirements
- No separate local contractor license rule was posted on the zoning page or ordinance sections reviewed. State trade licensing still applies.
Application process
Application → plan check → issuance → inspection → final
- 01 Contact the City Municipal Building before starting a project. The zoning page tells homeowners, businesses, and developers to contact the city before additions, new homes, sheds, pools, business occupancy changes, and development.
- 02 Submit the zoning permit application to the zoning administrator. The posted city application says zoning approval must first be obtained before the building permit process begins.
- 03 Include the required zoning application information. The ordinance requires the completed form, required fee, development/site plan if applicable, or a duplicate plot plan showing buildings, lot lines, setbacks, drainage, access, parking, utilities, and related site data.
- 04 After zoning approval, file for the building permit with the building inspector together with the approved zoning permit, fee, and plans in duplicate.
- 05 Complete inspections and obtain certificate of occupancy before use or occupancy.
