Every new structure, addition, or major alteration within city limits must follow the Kentucky Building Code and the city's zoning rules; a building permit is explicitly tied to the definition of start of construction.

Building code

Kentucky Building Code (815 KAR 7), Kentucky Plumbing Code (815 KAR 20), Kentucky Standards of Safety (815 KAR 10), plus Southern Standard housing/building/gas codes when not in conflict.

Permit validity

Conditional use permits expire after 180 days if not exercised; building permits follow the state's validity rules.

Contractor requirements

Trade-level licenses are enforced by Kentucky's state inspectors.

   Identify the proposed use and ensure it fits the zoning district (Title XV Land Usage Chapter, including conditional use approvals and site development plan requirements).

   Submit the completed application, site development documentation, and supporting materials to the Zoning Administrator (the city manager's designee) for review.

   If a conditional use or change of district classification is involved, the Planning Commission/Board of Zoning Appeals evaluates the request, and the city council may impose conditions.

   Once zoning clearance is granted, coordinate with the Kentucky Department of Housing, Buildings and Construction for the building permit and applicable trade inspections, referencing the Kentucky Building Code adopted in §151.01.
