When a permit is required
Permit triggers and exempt work for Vanderburgh County
County code states no building, part of a building, equipment, or sewer connection may be installed, constructed, repaired, or altered, and no excavation may begin, before a permit is issued. For improvements including new structures, additions, accessory structures, pools, and signs, a permit is required.
- Exempt Repair, alteration, or maintenance not exceeding $500 per residential unit per year when performed by a properly licensed person or by an owner, managing agent, or employee holding the required limited license
- Exempt Projects with up to $1,000 in material cost when labor is performed at no cost by DMD-approved volunteer organizations
- Exempt Signs that fall within county APC exempt signage criteria

- For work costing $1,000 or more: two copies of complete plans, elevations, details, and specifications
- APC residential ILP application, site development plan, and fee

- Indiana building codes and state rules. The Building Commission enforces the statewide Indiana code framework locally. A public county page reviewed did not post a single consolidated county edition list.
- Permit validity
- County permits expire 1 year from issuance unless a written extension is approved. Unstarted permits become void after 1 year. County commercial APC site-review approvals are valid for 12 months from the original meeting date if the ILP is not issued.
- Owner-builder
- The county licensing code allows a temporary homeowner contractor permit for an owner or immediate family member on the owner's current residence or a new/remodeled one- or two-family residence to be occupied for at least 2 years, subject to affidavit and inspector competency review.
- Contractor requirements
- County code requires permits to be taken out in the name of the registered master or contractor before work begins. The licensing chapter requires bond, liability insurance, and workers' compensation documentation for license issuance.
Application process
Application → plan check → issuance → inspection → final
- 01 Confirm the parcel is outside Evansville city limits but within unincorporated Vanderburgh County.
- 02 Obtain the Area Plan Commission Improvement Location Permit before seeking the building permit. For residential single-family and accessory structures, submit the residential ILP application and site plan to APC staff. For commercial, multifamily, industrial, and sign work, submit the site-review ILP package to APC.
- 03 Prepare the Building Commission permit application with required plans, specifications, and any Indiana state release or Construction Design Release documents required for the job.
- 04 Submit through the MUNIS portal for supported permit types or use email and office-managed submittal for permit types not yet online.
- 05 Pay APC and Building Commission fees and wait for approval. APC commercial filings submitted by Monday 4:00 p.m. are reviewed the next Monday at 10:00 a.m.
- 06 Receive the ILP, then receive the Building Commission permit before starting any work.
