When a permit is required
Permit triggers and exempt work for Evansville
Permits are required for all new buildings, additions, structural alterations, accessory buildings, pools, windows, siding, reroofing, demolition, moved buildings, fire alarm and suppression work, HVAC installation or replacement, electrical service or rewiring, and floodplain development work before starting.
- Exempt Maintenance of existing structures and facilities such as painting, reroofing, resurfacing roads, or gardening, plowing, and similar agricultural practices that do not involve filling, grading, excavation, or permanent structures (floodplain development)
- Exempt Signs that fall within the APC exempt signage criteria

- Site development plan or scaled site plan

- Supporting construction plans and specifications

- Indiana building codes and state rules. Specific code editions are referenced in the Building Commission materials, particularly the 2020 Indiana Residential Code for residential deck work.
- Permit validity
- Building permits expire one year from issuance unless the applicant obtains an approved written extension. Work started without a permit is charged at triple fee. APC commercial site-review approval inside city limits is valid for 6 months from the original meeting date if the ILP is not issued.
- Owner-builder
- The joint licensing code allows a temporary homeowner contractor permit for an owner or immediate family member working on the owner's current residence or a new/remodeled one- or two-family residence they will occupy for at least 2 years. An affidavit is required, and the inspector may require licensed contractors if the owner is not competent to perform the work.
- Contractor requirements
- Evansville ordinances require licensed contractors for contracted work. The joint licensing program requires permits to be taken out in the name of the registered master or contractor, plus bond, liability insurance, and workers' compensation documentation for license issuance.
Application process
Application → plan check → issuance → inspection → final
- 01 Confirm the parcel is inside Evansville city limits and check whether the job also needs an Area Plan Commission Improvement Location Permit (ILP). Start with the APC if required.
- 02 For residential single-family and accessory work, submit the APC ILP application with site development plan and fee; staff approval allows over-the-counter issuance. For commercial, multifamily, industrial, sign, and change-of-use work, file the Site Review ILP package with APC before any building permit is issued.
- 03 Prepare construction documents for the Building Commission: project plans, specifications, reports, site plans, and Indiana Construction Design Release documents where applicable.
- 04 Apply through the MUNIS portal for supported permit types or use the permit request page and email permit@evansville.in.gov for jobs not yet in the portal.
- 05 Pay APC and Building Commission fees. APC commercial filings submitted by Monday 4:00 p.m. are reviewed the next Monday at 10:00 a.m.
- 06 Receive the ILP, then receive the Building Commission permit. Work started before permit issuance is subject to triple fees.
