Permit triggers and exempt work for Monticello

- Per Illinois PA 103-0510 (effective January 1, 2025), minimum standards are IBC 2021, IRC 2021, IEBC 2021, NEC 2023, Illinois Energy Conservation Code, Illinois Accessibility Code, and Illinois Plumbing Code. Monticello historically adopted 2003 IBC, IRC, 2005 NEC, 2004 Illinois Plumbing Code. Confirm current locally-adopted edition with the Building Inspector.
- Permit validity
- New residential construction: 1 year from issuance. Commercial new construction: 2 years from issuance. All other permits: 6 months from issuance. Extensions up to 90 days may be granted in writing by the Building Inspector.
- Contractor requirements
- No Illinois state general contractor license. Electricians must hold an IDFPR license. Plumbers must hold an IDFPR license.
Application process
Typical processing: Same day to next working day for simple permits; up to two weeks for complex projects.
- 01 Discuss the project with the City Building Inspector to confirm zoning compliance.
- 02 Prepare two copies of a site plan and construction plans drawn to scale, including lot dimensions, location and size of all existing and proposed buildings, driveway locations, off-street parking, intended use descriptions, and number of dwelling units if applicable.
- 03 For commercial new construction and remodels, provide engineered drawings. Change-of-occupancy projects also require engineered drawings.
- 04 Properties in the Historic District require approval from the Historic Design Review Board before a building permit is issued.
- 05 Submit application and plans in person to City Hall (210 N. Hamilton) or electronically to taj@cityofmonticello.net.
- 06 For simple permits (fences, decks, sheds), permit is typically issued same day or next working day.
- 07 Complex projects may take up to two weeks for review.
- 08 Permit is issued; post on job site and schedule required inspections.
