When a permit is required
Permit triggers and exempt work for Troup County
Required for construction, enlargement, alteration, repair, movement, demolition, or occupancy change of structures and for regulated electrical, gas, mechanical, and plumbing work. The county handout specifically lists foundations, framing, decks, porches, pole barns, shops, garages, detached accessory buildings over 120 square feet, swimming pools, and permanent signs.

- Permit validity
- Once fees are paid and the permit is active, work must begin within 180 days and be completed within 365 days.
- Owner-builder
- A homeowner affidavit is required for owner-builders. The county states homeowner affidavits are allowed for 1 project per 24 months and are only for work for the owner's own use and occupancy, not for sale or lease.
- Contractor requirements
- Residential or general contractor licensing is required for work valued over $2,500 under O.C.G.A. Title 43. Residential building permits must be pulled by the legal property owner or a Georgia licensed contractor.

Application process
Application → plan check → issuance → inspection → final
- 01 Apply in person at the Troup County Government Services Center or create a GeoPermits profile and apply online
- 02 Verify zoning for the parcel through the Property Appraisal records
- 03 Obtain required prerequisite approvals based on project scope, including septic and well approval from the Troup County Health Department, address assignment if needed, and driveway and land disturbance permits if applicable
- 04 Submit the completed building permit application with the required plans, site documents, and contractor or homeowner affidavit materials
- 05 County staff review the submission and determine permit fees based on project valuation
- 06 Pay fees after approvals are complete
- 07 Receive the issued permit, post permit cards on site, and schedule required inspections by phone

- Inspection hours
- Monday through Friday, 8:00 a.m. to 5:00 p.m.
Typical sequence: Site prep; temporary power pole; footings and piers; crawl space or wood floor framing; poured concrete walls; under-slab plumbing and electrical; slab foundations; structural framing; rough MEP; fireplaces and chimneys; insulation; power on structure; ceiling cover-ups and firewalls for commercial work; final inspection and certificate of occupancy; swimming pool grounding and final fencing inspection.
