When a permit is required
Permit triggers and exempt work for Manchester
The city states a permit is required to construct, alter, repair, move, demolish, or change occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert, or replace any regulated electrical, gas, mechanical, or plumbing system
- Exempt Non-structural residential finish work such as sidewalks and driveways, painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work
- Exempt Prefabricated swimming pools less than 24 inches deep
- Exempt Swings and other playground equipment
- Exempt Minor residential electrical repair including replacement of lamps, receptacles, switches, same-capacity branch overcurrent devices in the same location, and approved portable equipment connected to approved receptacles
- Exempt Electrical work under 25 volts and not capable of supplying more than 50 watts, plus listed cord-and-plug connected temporary decorative lighting
- Exempt Plumbing stoppage clearing, repair of leaks, and removal/reinstallation of water closets, faucets, sinks, and lavatories where no replacement or rearrangement of piping is involved
- Exempt Installation of portable cooling units and replacement of minor mechanical parts that do not alter approval of equipment or make equipment unsafe

- Georgia statewide minimum construction codes apply as the baseline. Manchester's public handouts cite chapter R507 of the 2018 IRC for deck work and reference Georgia licensed design-professional requirements, but no separate current city code-adoption ordinance was found in this review

- The city guide says an owner who currently occupies the home may do the work personally, and the deck handout says homeowners may construct a deck on a dwelling they occupy that is not for sale or lease
- Contractor requirements
- Manchester's guide says the State of Georgia requires licensed building contractors and includes a contractor-licensing quick-reference chart. Georgia statewide licensing rules apply
Application process
Application → plan check → issuance → inspection → final
- 01 Confirm the parcel is inside Manchester city limits, including if it lies in the small Talbot County portion of the city
- 02 Use the city's CTS permit portal or contact the Permit Department/Inspection Department
- 03 Submit a completed permit application with required construction documents. Manchester's guide says all construction documents must be submitted electronically in PDF form. Commercial jobs require civil, architectural, structural, electrical, mechanical, and plumbing plans as applicable; all contractor and subcontractor information must be provided at application
- 04 If zoning review is needed, obtain Planning and Zoning approval first. The city's deck guide states new decks require a site plan reviewed and approved by the Planning Department before permit issuance
- 05 After issuance, post the permit on site and schedule required inspections by giving the address, permit number, type of inspection, contact number, and any special instructions
