Talbot County's zoning ordinance makes it unlawful to begin construction of any building or structure, including accessory structures, to permanently store building materials, to erect temporary field offices, or to begin moving, alteration, or repair of a structure until the Building Official issues a permit, except for necessary repairs not affecting external or party walls, chimneys, stairways, or building height

- 01 Confirm the parcel is in unincorporated Talbot County and not inside municipal limits
- 02 Start through the county's published online building-permit link or contact the Building & Zoning Inspector
- 03 Submit the application on county forms. Talbot County's zoning ordinance requires a building-permit application for construction, moving, or alteration other than interior alterations to be accompanied by a plan or plat showing lot dimensions, location of structures, intended use, adjoining setbacks information as needed, and a health-department certificate that the property will conform to health standards
- 04 The Building Official reviews the plans for conformity with the zoning ordinance and applicable building codes
- 05 If the application conforms, the county issues the permit. If it does not, the Building Official must state the cause of disapproval in writing. For habitable buildings, notify the Building Official when ready for occupancy so final inspection and certificate of occupancy can occur
