When a permit is required
Permit triggers and exempt work for Hinesville
Permits are required for any owner, authorized agent, or contractor who constructs, enlarges, alters, repairs, moves, demolishes, or changes occupancy of a building or structure, or who performs regulated electrical, gas, mechanical, or plumbing work. Example projects include decks, re-roofs, new HVAC, new electrical panels, new gas or plumbing, sheds, pools, fences, driveways, and signs.
Note: No comprehensive public exempt-work list was found. City publishes categories of work that do require permits and notes that list is not all-inclusive.

- Permit validity
- All permits are valid for 6 months if continued progress is made. Permit becomes null and void if work is not commenced within 6 months or if work is suspended or abandoned for 6 months.
- Owner-builder
- Hinesville posts a Property Owners Acting as General Contractors letter quoting the Georgia owner exemption. It allows owner-builders to build for their own use and occupancy, not for sale or lease, includes a 2-year anti-speculation rule after Certificate of Occupancy, requires direct on-site supervision by the owner, and requires subcontractor and trade-permit compliance.
- Contractor requirements
- Electrical, mechanical, and plumbing permits may only be applied for and issued to valid state license holders, or to an individual doing work on an occupied single-family dwelling they own. Georgia Secretary of State contractor-licensing requirements apply.
Application process
Typical processing: No general permit-review turnaround found
- 01 Confirm the work type with the Hinesville permits page or Inspections Department. The city says the posted permit-trigger list is not all-inclusive.
- 02 Have the contractor apply when one is being used. The city says this is recommended so licensing and project information are complete.
- 03 Download the correct application form from the permits page.
- 04 Submit all permit applications and forms at the office or email all materials to insp_contact@cityofhinesville.org
- 05 Include required documents. Commercial plans must first be reviewed and approved by the Director of Inspections, with a digital plan set provided initially.
