When a permit is required
Permit triggers and exempt work for Dougherty County
Additions, remodels and repair, new single-family and multi-family residential, new commercial work, civil site plans, electrical, fire sprinklers, HVAC, plumbing, signs, accessory structures or decks, cell towers, swimming pools, solar panels, office trailers, and demolition. Unincorporated Dougherty County building permits are routed through the shared Albany-Dougherty Development Services program.
- Exempt Residential: qualifying small sheds and playhouses; fences not over 8 feet; certain retaining walls, water tanks, sidewalks, driveways, finish work, shallow prefabricated pools, playground equipment, certain awnings, and certain detached low-height decks
- Exempt Residential minor electrical, gas, mechanical, and plumbing repair categories listed in exemption sheet
- Exempt Commercial: qualifying small detached accessory structures, fences, certain retaining walls and water tanks, sidewalks and driveways, finish work, temporary stage sets, certain shallow above-ground pools, shade cloth structures, certain awnings, movable fixtures or partitions below listed height
- Exempt Commercial limited minor electrical, gas, mechanical, and plumbing repair categories

- Permit validity
- Shared Albany-Dougherty procedures state permits with no inspection activity for six months become Void and require payment of the full permit fee to reactivate.
- Owner-builder
- The shared Albany-Dougherty Homeowner Permit Affidavit applies to owner-builders in unincorporated Dougherty County with the same conditions as Albany projects: primary residence use, no new-home permit application within the previous two years, no sale or rental intent, owner assumption of contractor responsibility, and use of properly licensed subcontractors when subcontracting.
- Contractor requirements
- Georgia state contractor licensure applies. The Secretary of State requires a license for residential or commercial general contractor services performed for compensation in Georgia, subject to specialty-trade exemptions. Shared Albany-Dougherty owner-builder materials require properly licensed subcontractors for subcontracted work.

Application process
Typical processing: Allow ten business days for staff review before permit issuance
- 01 Confirm the parcel is in unincorporated Dougherty County. Planning and Zoning administers land-use controls in unincorporated Dougherty County, while shared Development Services handles building-code compliance through the Albany system.
- 02 Gather permit-type-specific submittals listed in shared Albany-Dougherty Development Services documents, including plans, site plan or plat, utility and septic-related approvals if applicable, and owner-builder paperwork where applicable
- 03 Create an Albany Permit Center account, verify the email address, and submit the permit application and supporting PDFs through the portal. The same shared-service packet also references email submission to Development Services.

- 05 Wait for shared city-county staff review - allow ten business days for staff review before permit issuance. Corrections, status updates, and invoices communicated through portal and return email.
- 06 Pay the invoice online through albanypay.com, download the issued permit, and begin work only after payment
- 07 Request required inspections through the permit portal or by email to inspections@albanyga.gov, keeping permit card and approved plans at the site
