When a permit is required
Permit triggers and exempt work for Albany
Additions, remodels and repair, new single-family residences, new multi-family residences, new commercial work, civil site plans, electrical, fire sprinklers, HVAC, plumbing, signs, accessory structures or decks, cell towers, swimming pools, solar panels, office trailers, and demolition. Projects valued at $0 to $99 require a permit with no fee.
- Exempt One-story detached accessory structures up to 32 square feet
- Exempt Fences not over 8 feet high
- Exempt Retaining walls not over 4 feet unless supporting surcharge
- Exempt Water tanks up to 5,000 gallons within stated proportions
- Exempt Sidewalks and driveways
- Exempt Painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work
- Exempt Above-ground prefabricated pools less than 24 inches deep
- Exempt Swings and playground equipment
- Exempt Qualifying window awnings
- Exempt Detached decks up to 200 square feet not attached to dwelling, not over 30 inches above grade, and not serving required exit door
- Exempt Minor electrical, gas, mechanical, and plumbing repairs: temporary decorative lighting, overcurrent-device replacement in same location, certain low-voltage work, portable appliances, replacement of minor parts not affecting approval, clearing stoppages, leak repairs not requiring concealed pipe replacement or fixture rearrangement
- Exempt Commercial: qualifying small accessory structures, fences not over 8 feet, certain retaining walls, qualifying water tanks, sidewalks and driveways, painting and finish work, temporary stage sets, qualifying above-ground pools, shade cloth structures for nursery or agricultural purposes, swings and playground equipment for detached one- and two-family dwellings, qualifying awnings, non-fixed movable fixtures or partitions under listed height
- Exempt Commercial electrical, gas, mechanical, plumbing: limited minor repair, portable appliance, temporary testing, and leak-clearing categories

- Georgia mandatory state minimum codes apply. As of January 1, 2026, DCA lists the 2024 IBC, 2024 IRC, 2024 IFC, 2024 IPC, 2024 IMC, 2024 IFGC, 2024 ISPSC, 2023 NEC, and 2015 IECC with Georgia amendments or supplements.
- Permit validity
- Permits that have not been inspected within six months change from Issued to Void status. To reactivate, the applicant must pay the full permit fee again.
- Owner-builder
- Albany's Homeowner Permit Affidavit allows a property owner to personally construct, repair, alter, or install work on their own property or residence if the applicant has knowledge and experience related to the work, resides or intends to reside there as a primary residence, has not applied for a permit to construct a new home in the previous two years, and the property is not intended for sale or rent. The owner accepts contractor responsibility and must hire properly licensed contractors for subcontracted work.
- Contractor requirements
- Georgia state licensure applies. The Georgia Secretary of State requires a license to perform residential or commercial general contractor services for compensation in Georgia, subject to specialty-trade exemptions. Albany's homeowner affidavit requires owner-builders to hire properly licensed subcontractors for other work.

- 01 Confirm project scope and gather required submittals for permit type (separate requirements for additions/remodels, new single-family, multi-family, commercial, trade permits, signs, pools, accessory structures, solar, demolition)
- 02 Create an Albany Permit Center account at https://albany.cts.city/#/login and verify email address
- 03 Complete online permit application and upload PDF plan documents and supporting documents through the portal
- 04 For homeowner projects, include the Homeowner Permit Affidavit; for septic systems, include Health Department approval; if ownership differs from qPublic, include proof of ownership
- 05 Wait for electronic review - staff generally needs ten business days for application review before permit issuance, with status updates via portal and email
- 06 Pay the invoice online through albanypay.com - all permits must be paid before downloading permit copy and beginning work
- 07 Request inspections by portal or email to inspections@albanyga.gov after permit issuance, keeping permit card and approved plans on site
